The Full form of PSC is Public Service Commission. PSC was established under Article 315 to 323 of the Constitution of India. It is a central agency under the Government of India, authorized to conduct recruitment examinations to select candidates for direct recruitment to various categories of posts.

The civil servants play an important role in the successful administration of state at different levels. So, their recruitment, conditions of service, training, emoluments, promotion policies, etc. assume importance. An independent and expert authority is required for an impartial consideration of these matters relating to civil servants. This authority is known as the institution of PSC (Public Service Commission).

The inclusion of PSC at both State and Union levels in the Constitution is one of the most important features of our Constitution. Articles 315 to 323 in Part XIV of the Constitution of India provide for the establishment of Public Service Commission for each state and a Public Service Commission for the Union. The same set of Articles (i.e., 315 to 323 in Part XIV) of the Constitution also deal with the appointment, composition, power and functions, removal of members, and independence of a Public Service Commission.
