Union Public Service Commission (UPSC) invites Online Application for the recruitment of 710 Assistant Divisional Medical Officer, Assistant Medical Officer & General Duty Medical Officer Vacancies through conducting Combined Medical Services Examination 2017 - CMS Exam 2017

UPSC CMS 2017 Vacancy Details

No.14/1/2016-E.I(B): A Combined Exam for Recruitment to the Services and posts mentioned in para 2 below will be conducted by the Union Public Service Commission on the 13th August 2017 in accordance with the Rules published by the Ministry of Health & Family Welfare (Dept. of Health) in the Gazette of India dated the 26th April 2017

Centres of Exam

The Exam will be held at the following centres: Agartala, Ahmedabad, Aizawl, Allahabad, Bangalore, Bareilly, Bhopal, Chandigarh, Chennai, Cuttack, Dehradun, Delhi, Dharwad, Dispur, Gangtok, Hyderabad, Imphal, Itanagar, Jaipur, Jammu, Jorhat, Kochi, Kohima, Kolkata, Lucknow, Madurai, Mumbai, Nagpur, Panaji (Goa), Patna, Port Blair, Raipur, Ranchi, Sambalpur, Shillong, Shimla, Srinagar, Thiruvananthapuram, Tirupati, Udaipur and Vishakhapatnam

Name of the Post

The Services/Posts to which the recruitment is to be made and the approximate numbers of vacancies to be filled are as follows:

1. Assistant Divisional Medical Officer (Railways): 450 Posts

2. Assistant Medical Officer (Indian Ordnance Factories Health Services): 26 Posts

3. Junior Scale Posts (Central Health Services): 216 Posts

4. General Duty Medical Officer Gr-II in East Delhi Municipal Corporation, North Delhi Municipal Corporation and South Delhi Municipal Corporation: 02 Posts

5. General Duty Medical Officer in New Delhi Municipal Council: 16 Posts

Total No. of Posts: 710 Vacancies

UPSC CMS 2017 Eligibility Criteria

Nationality: A candidate must be either (a) a citizen of India, or (b) a subject of Nepal, or (c) a subject of Bhutan, or (d) a Tibetan refugee who came over to India before the 01st January, 1962 with the intention of permanently settling in India; or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently settling in India
Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Govt of India

Age Limit
A candidate for this examination must not have attained the age of 32 years as on 01st August 2017, i.e. the candidate must have been born not earlier than 02nd August 1985

Upper Age Relaxation

The upper age limit is Relaxable; upto a maximum of five years if a candidate belongs to a SC/ST; upto a maximum of three years in the case of candidates belonging to OBC; upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 01st January 1980 to the 31st December 1989; upto a maximum of three years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof; upto a maximum of five years in the case of Ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 01st August 2017 and have been released; upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of 5 years Military Service as on 01st August 2017 and whose assignment has been extended beyond 5 years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on 3 months’ notice on selection from the date of receipt of offer of appointment; upto a maximum of ten years in the case of blind, deaf-mute and Orthopaedically handicapped

The ad hoc Doctors appointed after 01st October 1984 in the Ministry of Railways will be granted relaxation in age to the extent of the period of service rendered by them as ad-hoc Doctors in Railways

Educational Qualification

For admission to the exam, a candidate should have passed the written and practical parts of the final MBBS Examination

A candidate who has appeared or has yet to appear at the final MBBS Exam may also apply. Such candidates will be admitted to the exam, if otherwise eligible but the admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the written and practical part of the final MBBS Exam along with the detailed application which will be required to be submitted to the Commission by the candidates who qualify on the result of the Computer based exam

A candidate who has yet to complete the compulsory rotating internship is educationally eligible for admission to the examination but on selection he/she will be appointed only after he/she has completed the compulsory rotating internship

Physical and Medical Standards

Physical and Medical Standards: Candidates must be physically and medically fit according to the physical/medical standards for the Combined Medical Services Exam 2017 as per regulations contained in Appendix III to the Rules of the exam

Fee Details
Candidates (Excepting Female/SC/ST/PH candidates who are exempted from payment of fee) are required to pay of fee of Rs.200/-  either by depositing the money in any Branch of SBI by cash, or by using net banking facility of SBI, State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala/State Bank of Travancore or by using Visa/Master Credit/Debit Card

Application who opt for "Pay by cash" mode should print the system generated Pay-in slip during Part-II registration and deposit the fee at the counter of SBI Branch on the next working day only
"Pay by cash" mode option will be deactived at 23.59 hours of 18th May 2017 i.e. one day before the closing date; however, applicants who have generated their Pay-in-slip before it is de-activated may pay at the counter of SBI Branch during banking hours on the closing date

Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection

For the applicants in whose case payments details have not been received from the bank, they will be treated as fictitious payment cases and their applications will be rejected in the first instance

UPSC CMS 2017 Admit Card

The eligible candidates shall be issued an e-Admission Certificate three weeks before the commencement of the exam

The e-Admission Certificate will be made available in the UPSC website www.upsc.gov.in for downloading by the candidates. No admission certificate will be sent by post

UPSC CMS 2017 Application Procedure

Candidates are required to apply on-line by using the link www.upsconline.nic.in. Candidates are required to apply online by using the website www.upsconline.nic.in. Brief instructions for filling up the online Application Form have been given in the Appendix-II

The applicants are advised to submit only single application; however, if due to any unavoidable situation, if he/she submits another/multiple applications, then he/she must ensure that application with the higher RID is complete in all respects like applicant’s details, examination centre, photograph, signature, fee etc

The applicants who are submitting multiple applications should note that only the applications with higher RID (Registration ID) shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID
