Otchumyelov is the police superintendent in the story. He likes to show off his power and acts very strict in front of others. However, he is not a fair or honest officer. His behaviour changes depending on who owns the dog. When he thinks the dog belongs to a poor man, he becomes angry and threatens punishment. But as soon as he hears it might belong to General Zhigalov, he becomes polite and defends the dog. This shows that he is a hypocrite who fears the rich and mistreats the poor. He represents corrupt officials who care more about power and reputation than justice.

Later, it is revealed that he provoked the dog by putting a burning cigarette near its face, which shows his foolish and careless nature. Hryukin represents people who make small problems big for personal gain. His character also highlights how common people sometimes behave dishonestly when dealing with authority.

Character Sketch of Yeldyrin
Yeldyrin is a policeman who works under Otchumyelov. He is quiet, obedient, and respectful toward his superior. He never questions his superior’s changing opinions and remains neutral in the argument. This shows that Yeldyrin lacks confidence and only follows authority without thinking for himself. Yeldyrin’s loyalty shows obedience but also showcases blind respect for power.
