Open-Book Assessments (OBAs) for Class 9 students starting from  2026-27 Academic Session

 

The Central Board of Secondary Education (CBSE) has approved the proposal to start Open-Book Assessments (OBAs) for Class 9 students starting from the academic session 2026–27. This decision follows after a pilot study showed teacher support for the format. The approval was granted by the CBSE’s Governing Body during the meeting held in June 2025. Open-book assessments will replace traditional internal exams in Class 9.  The schools will have the option whether to opt for the format.

This step supports the National Education Policy (NEP 2020) and the National Curriculum Framework for School Education (NCFSE 2023). The goal is to move away from rote learning and encourage better understanding, critical thinking, and practical application of knowledge.

In each term, there will be three written tests in core subjects—Language, Mathematics, Science, and Social Science—conducted in the open-book format. Students will be allowed to use textbooks, notes, and approved reference materials during the exams. However, the questions will focus on applying and interpreting information, not just copying answers.

A trial of OBAs in Classes 9 to 12, conducted in 2023, showed scores ranging from 12% to 47%. This revealed that many students found it challenging to use resources well and connect ideas from different topics. Even so, teachers are hopeful that this method will help students think more deeply and learn more meaningfully.

To make the transition easier, CBSE will share sample papers, clear guidelines, and a proper framework for schools.
