UGC Regulation 2018: The University Grants Commission (UGC) has lowered the cut off for students belonging to reserved categories, amending its 2016 regulations for enrolment in M.Phil/ PhD Program.
Students belonging to these categories will get a relaxation of 5% of marks (from 50% to 45%) in the entrance examinations conducted by universities for admission in M Phil and PhD programmes
According to the statement of the Human Resource Development Minister, Prakash Javadekar given to the Education Times on the sidelines of launch of Innovation Cell and Atal Ranking of Institutions on Innovation Achievement, the UGC move was done to increase the representation of reserved categories in the field of research. Statistics from All India Survey on Higher Education (AISHE) 2017-18 states that less than 0.5% of the total student enrolment comprises of students enrolled in PhD.
Of the total 1, 61, 412 students, Scheduled Caste students constitute 14.4%, Scheduled tribes constitute 5.2% and 35% students belongs to other Backward Class categories
UGC Regulation 2018 also stated that, “the concerned universities will have to launch a special admission drive for reserved category within one month from the date of closure of admissions of General Category if they fail to fill the vacant seats”.
