A major education reform is on the schema of the Government. The Modi government is all set to scrap the Union Grants Commission (UGC) and the ALL India Council of Technical Education (AICTE). The government has an alternative plan to replace the above with Higher Education Empowerment Regulation Agency (HEERA) which would be the new education regulator, reports ET
This has been in the making for a long time but not executed. Since bringing in a new legislation may take some time, interim measures are likely to be taken amongst which the options considered are: i) amendments to the AICTE and UGC acts and ii) modification of UGC regulations.
According to sources HEERA legislation work is on, at a great pace. The Human Resources Development (HRD) ministry and the Niti Aayog are working on the new law. The HEERA, that is the new education regulatory system totally focussed on outcomes for the country’ s educational policy and beneficial agendas. The govt is of the view that the idea of separate technical and non technical education is outmoded, and off sync with the global practices and bring in a single regulator will bring about great energy among institutions and in framing curricula.
