AMBASSADORIAL SCHOLARSHIP

The Agricultural Scientists Recruitment Board (ASRB) holds a Competitive Examination for filling up vacancies of Scientists of the ARS in the pay scale of Rs. 8000-275-13500 in the ICAR Institutes, combined with National Eligibility Test (NET) for recruitment of Lecturers and Assistant Professors by the State Agricultural Universities (SAUs) and for award of ICAR Senior Research Fellowship. The selected candidates for Agricultural Research Service will be required to serve the Institute to which they are posted until they find appointment for higher positions through selection at other Institutes. The examination will be held in October. The exact dates will be announced in due course.

(i) Candidates declared successful in the examination for the ARS will be recommended for appointment in the Indian Council of Agricultural Research in the scale Rs. 8000-275-13500.

Candidates clearing the National Eligibility Test will be recommended to various State Agricultural Universities who will consider them for appointment as Lecturers or Assistant Professors after assessing their suitability through interview or such other tests as may be devised by the SAU concerned. Eligibility certificates will be issued to those candidates by the ASRB to enable them to apply against vacancies to be notified or advertised by the State Agricultural Universities.
For senior Research Fellowship, the Agricultural Scientists Recruitment Board will prepare a merit list on the following criteria: (a) 60% marks for written examination, (b) 20% marks for viva voce. (c) 20% marks for academic performance

The candidates to be called for viva voce will be in the ratio of 1: 5. The selection of candidates for viva voce will be made on the basis of marks obtained in the written examination and weightage given to the marks obtained by the candidates in Intermediate, Graduate and Post-graduate examinations.

No Request for Change of Centre will be entertained.

Vacancies: The number of vacancies in Agricultural Research Service under various disciplines is mentioned in an annexure that is published along with the advertisement. The number of vacancies is tentative and likely to change.

In addition to above backlog vacancies hitherto lying vacant on the basis of previous examinations under or SC, ST and OBC categories are also proposed to be filled up through this examination as per details given in an annexure that is published along with the advertisement. This is being done as a special drive to fill up vacancies reserved for those categories.

Age Limit:

Agricultural Research Services: A candidate for admission to the Agricultural Research Service must have attained the age of 21 years but not have attained the age of 30 years as on a date of August. (i.e., he/she must have been born not earlier than a date of August and not a later than a date of August). In-service candidates of ICAR less than 45 years in age will also be eligible to appear subject to possession of prescribed qualifications as on a date of August. In service candidates of the State Agricultural Universities less than 35years in age will be eligible to appear for ARS subject to possession of prescribed qualifications as on a date of August.
For National Eligibility Test: A candidate must have attained the age of 21 years as on a date of August. There will be no upper age limit for the National Eligibility Test.
For Senior Research Fellowship: A candidate for admission to the Senior Research Fellowship must have attained the age of 21 years but not have attained the age of 30 years as on a date of August. In-service candidates of ICAR/State Agricultural Universities less than 45 years in age will also be eligible to appear subject to possession of prescribed qualifications as on a date of August.
The upper age limits prescribed will also be relaxable:

Up to a maximum of five years if a candidate belongs to SC or ST.
Up to a maximum of 3 years in the case of candidates belonging to other backward Classes, who are eligible to avail of reservation applicable to such candidates. The candidates claiming this benefit should submit certificate in the format prescribed in an annexure that is publish along with the advertisement.
The upper age limit for the candidates holding Ph.D degree will be 33 years. Consequently, the upper age limit for SC/ST/OBC candidates holding Ph.D degree will be relaxable by a further period of 3 years. Thus, the maximum limit for SC/ST candidates in such cases will be 38 years and for OBC candidates 36 years. In such cases, the candidate should have obtained Ph.D degree on or before a date of August, which is the reckoning date for age determination. In respect of candidates, who had ordinarily been domiciled in the Kashmir Division of the State of Jammu & Kashmir during the period from the 1 st day of January, to the 31 st December, there will be age relaxation for five years in the upper age limit.

Educational Qualifications:

For admission to Agricultural Research Service/National Eligibility Test, a candidate must have a Master’s degree or equivalent in the concerned subject with specialization as defined in an annexure that is published along with the advertisement.
For admission to Senior Research Fellowship Examination, a candidate must possess a High Second Class Master’s degree (55% and above or equivalent OGPA) in the concerned discipline. Discipline wise qualifications for ARS/NET are given in an annexure that is published along with the advertisement and discipline wise qualifications for SRF are given in an annexure that is published along with the advertisement.

Fee: The examination fee of Rs. 100 (Rupees one hundred only) should be paid by a Crossed Bank Draft only, valid for six months from the date of issue, drawn in favour of Secretary, ASRB and payable at New Delhi with the application form for all the categories of the examination. Candidates should write their name and address on the reverse of the Bank Draft in the top corner at the time of submission of application. Application not accompanied by the prescribed fee shall be summarily rejected (n fee is payable by SC/ST candidates).

Note: Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection. Candidates claimining fee remission on account of being SC/ST must attach a copy of SC/ST certificate from the prescribed authority.

Plan of Examination: There will be three papers in the written examination.

How to Apply: A candidate seeking admission to the examination must apply to the Secretary, Agricultural Scientists Recruitment Board, Krishi Anusandhan Bhavan, Pusa, New Delhi-110012 on the application form published with the advertisement. The candidates may utilize in original the form published in the Employment News filling up the columns in their own handwriting. There is no objection to candidates using printed Application Form and Attendance Sheet, if available from private agencies, as long as the format is exactly the same as published in the advertisement. The envelope containing the application form should be superscribed in bold letters as:

Note: A candidate must send the following documents with his/her application:

Crossed bank draft for Rs. 100 (Rupees one hundred only) in favour of Secretary, ASRB with the name and full address of the candidate written on its back.
Two identical copies of recent passport size photograph of the candidate, one pasted on the application form and the other pasted on the Attendance Sheet.
One self-addressed unstamped a 50 p. extra postage stamp affixed on it.
Three self-addressed unstamped envelopes of the size 11.5 * 27.5 cms.
Candidates already in ICAR/Government/SAU services whether in a permanent or temporary capacity are, however, required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for the examination. However, candidates seeking age relaxation on account of being ICAR/SAU employees must attach a certificate to this effect from the concerned Institute/SAU.
Candidates should submit Photo/Certified copies of their Certificate (Higher Secondary or Equivalent or School Leaving Certificate Intermediate BA/B.Sc/B.Tech/MA/M.Sc/M.Tech, Ph.D. etc., along with mark-sheets (as the case may be) in support of their claims regarding age, educational qualifications, caste and fee remission, etc. (Original of the above certificates will be required to be produced to the Board at the time of viva voce by the candidates, who qualify the written examination. In cases where degree certificates have not been issued, candidates should attach a provisional degree certificate in the format prescribed in an annexure that is published along with the advertisement; failing which the application will be rejected.

The candidates applying for SRF must attach the mark-sheets for Higher Secondary/Intermediate, BA/B.Sc and M.Sc to assess their academic performance for Award of Senior Research Fellowship.

Application not accompanied by the prescribed fee or incomplete or defective shall be summarily rejected. No representation or correspondence regarding such matters shall be entertained.

For details of vacancies, age limits, educational qualifications, etc., please refer to the published advertisement (of ASRB) in Employment News, normally in the month of June. Last date of receipt of applications (usually) is July.
