Post Graduate Programme in Public Policy and Management 2012-14
The Post Graduate programme in Public Policy and Management (PGPPM) aims at strengthening the public policy and managerial skills of future leaders and senior managers from the civil services; and professionals from social, infrastructure and private sectors
This two year programme helps professionals engaged in public policy and management to tackle new challenges in the context of liberalization, globalization and rapid technology change; and continuing burden of poverty, social exclusion and crisis
The PGPPM was flagged off in 2001 from the Centre for Public Policy (CPP), a joint initiative of IIMB-UNDP-GoI, with the main aim to develop an alternate think tank through excellence in research and scholarship, and education and training
The programme focuses on deepening conceptual, technical and analytical skills for public policy making; developing leadership skills; understanding forces shaping the domestic and international environment for public policy; specializing in a chosen public policy field and learning from comparative study of other countries
The academic design of the PGPPM allows the participants to engage in inter-disciplinary learning, shared learning, cross learning, learning from experience, self-study and in-depth learning in the area of specialization
Furthermore, the dissertation is a key component of the programme which enables a comprehensive understanding of a chosen public policy issue
Initially, the programme was started for officers from the All India services and central services, in their mid-career
It is for officers wanting to reinvent themselves
However, subsequently, it was extended to open candidates from private and non-government sectors such as infrastructure; telecom and communication; banking and healthcare; regulatory agencies, etc
Considerable synergies exist among private and public sectors and we expect this to enable cross learning
Starting last year, PGPPM has added another dimension to the learning experience by opening admission to overseas participants, to make it a global programme
The structure of the programme is
Term 1 and 2 (8 weeks each)-Public policy and general management courses
Term 3 (7 weeks)-Open and international participants take electives offered by the other long duration programmes at IIMB such as PGSEM and EPGP
They also undertake a project involving a government department as a case study under the guidance of a faculty member of IIMB
The Govt sponsored participants undertake a core international module on Public Policy in International Comparative Perspective and write a policy paper at Maxwell School of Citizenship and Public Affairs, Syracuse University, New York, USA
The open and international participants also have the option of spending term 3 at Maxwell School upon the payment of the required additional fee
Term 4 and 5 (5 and 7 weeks)-Electives in the areas of specialization and courses from general streams
Term 6-Dissertation which is continued in the second year
Open and overseas participants have the option of completing their dissertation, by continuing from the first year, within 6 months in the second year
Overseas participants can undertake their dissertation on a public policy issue concerning their own countries and submit it from their country
Open participants can opt for placement on submitting a defensible draft. Career counseling and placement assistance will be provided to open participants
Govt sponsored participants are expected to do their dissertations from their respective workplaces

Admission procedure-2012
The Post Graduate Programme in Public Policy and Management (PGPPM) is meant for candidates from both Govt and other than Govt sectors
Eligibility and admission process
Open and overseas candidates: Candidates from other than govt sectors should be graduates and ideal profile would be 5 to 7 years of work experience. He/she should not be aged over 40 years as on 01st June, 2012
Open and overseas candidates need to take CAT-2011 exam or should have secured GMAT/GRE scores between 01st April, 2010 and 01st January, 2012
Selection of open and overseas candidate is based on two stage processes
At the first stage candidates will be called for interviews based on the following criteria Academic Background; CAT/GMAT/GRE scores; work experience; Achievements (Academic and career related)
The open and overseas candidates must mandatorily choose any one of the following tests for admission to PGPPM
The Applicant may take the common admission test (CAT) conducted jointly by the IIMs and indicate that they want to apply for the PGPPM in the CAT application form. Please see the CAT website at www.catiim.in for more details on CAT
A separate application has to be submitted for PGPPM after the CAT scores are announced
The last date for applying with the CAT score is 31st January, 2012 (details are provided in the section how to apply)
Alternatively, the applicant may take the GMAT/GRE
Applicants who have already taken the test may attach a copy of their scores along with the application
Scores of GMAT/GRE taken between 01st April, 2010 and 01st January, 2012 only are valid
Applicants who are going to take the test may have the score sent directly to the PGPPM Office
The GMAT Code for IIMB PGPPM is Q9H-KK-94
A separate application has to be submitted for PGPPM on or before 13th February, 2012 with the GMAT score
No other test will be considered in lieu of the above options
DoPT sponsored govt candidates: Group ‘A’ officers of All India Services and Central Services are eligible for the IIMB PGPPM subject to the following eligibility conditions
Length of service: The officer should have put in at least 7 years of Group 'A' service
Age: The officer should not be more than 50 years on the date of commencement of the programme i.e. 01st June, 2012 (53 years in case of officers belonging to SC/ST/OBC)
Earlier Training: The officer should not have under gone training programme of a duration of 12-weeks or more in India or a duration of 2-weeks or more abroad, in the preceding five years
Government candidates have to apply through DoPT. They should send an advance copy of their application to the IIMB Admissions Office. They are also expected to write an essay on a public policy issue which they think is important and should submit the same with the application form
The shortlisted candidates will be called for interview at Delhi or Bangalore. They will be expected to write a case analysis or a short paper at the time of interview
The last date for applying is 13th February, 2012
Interviews: Interviews will be conducted for short-listed candidates in Bangalore and Delhi. At the time of interview, candidates would be required to produce original academic certificates/marks sheets, letters of approval from their employers indicating that they are permitted to pursue the program
Selected candidates called for interview will be required to do a case analysis on the interview date
For open candidates residing abroad and overseas candidates, the interviews can be arranged through video conference/Skype mode at a mutually convenient date and time. The admission process is highly personalized as the committee seeks to learn about each candidate’s goals, interest in getting engaged with public system, present exposure to Indian and Global scenarios, and potential for success in public management
Batch strength: It is proposed to select about 60 participants including DoPT and open/overseas candidates for the 2012-2014 batch of PGPPM

The following documents are to be enclosed with the application; valid GMAT/GRE score/CAT2011 registration number (if applicable); a statement of purpose (SOP) for joining the program

Interviews in Delhi: 05th-07th March, 2012
Interviews in Bangalore: 28th-29th February, 2012
Announcement of selected candidates: 15th March, 2012
